Deal with msgmerge conflict markers

Bug Description

When msgmerge encounters conflicting translations for the same message, it inserts "#-#-#-#-#" markers. We ought to make those a bit easier to work with: warn people when their imports contain such markers, and perhaps split up the alternative translations into suggestions.

At the moment, the workaround is to search for translations containing '#-#' and manually fix them.

If the file contains "#-#", is it hard to put a warning in the download notification email?
