Bug Description
Lucas Nussbaum reported bug 229847 and subscribed me, but I've not received any notification about this.
Only when additional comments have been added later, I've noticed this bug.
The activity log says:

I tested this on staging by filing a bug with my main account (matsubara) and immediately subscribing my test account (dm-lptest) to the report. Later I checked the staging mailbox and the test account didn't receive any email.
