Rename IPerson.allmembers and all_member_count to imply participation

Bug Description

Since they list participants, not members, we should rename IPerson.allmembers and all_member_count to imply participation. allparticipants and all_participant_count would be an okay. Note that the list-team-members scripts might need to be renamed as well, or have its semantics changed, because right now I think it lists participants (since it uses allmembers).
