Navigation menus may not be selected for links with search parameters

We do not know how to indicate where a user is located during search.
This is not entirely True--many NavigationMenus will work with searches
because the required parameters in the URL are before the optional
parameters in the search.

Consider Answers > Questions > 'Open' is a link to common search.
When a user refines the linked search, he should still be in 'Open'.
This will not be the case is a parameter like language, or terms appears
before the status parameter.

I think we need to see the final navigational structure to scope this
problem and settle on a solution.
