Launchpad mangles GForge bug URLs in bug watches

Bug Description
When Launchpad creates a bug watch against a bug on a GForge tracker it presents an incorrect bug URL to the user. So, the bug URL http://
This is because Gforge doesn't support the same bug URL shorthand that SourceForge does. For GForge bug watches Launchpad should return a working GForge URL.
