Launchpad should use the GForge SOAP API

Bug Description

GForge doesn't support the same shorthand bug URLs that SourceForge does. So, whereas http://sf.net/support/tracker.php?aid=1844833 is a valid URL, http://gforge.org/support/tracker.php?aid=1066 is not. GForge requires the long URL form, e.g. http://gforge.org/tracker/index.php?func=detail&aid=1066&group_id=1&atid=105. As a result, Launchpad always receives 404 responses from GForge trackers when it tries to update bug statuses.

For GForge bugs we should use the GForge SOAP API to retrieve bug statuses where possible. See http://gforge.org/soap/ for documentation of this.
