Bug and broken-branch icons aren't lined up on branch listing

Bug Description
In a branch listing, such as <https:/
* some branches have a bug icon, to show that they're linked to a bug report
* some branches have a warning icon, to show that they're broken.
Some branches have both, and some have neither. Because the icons are aligned to the right regardless, not all of the bug icons are lined up, and not all of the warning icons are lined up.
This could be fixed by having separate (invisible) columns devoted to each type of icon.
It may save time to fix this bug at the same time as bug 225177.
