"No translations to download" message should not be an information notice

Bug Description
If a source package or product series has no translations, its translations download page will show an informational message saying that there is nothing to download. Informational messages should be notices of events, which this one isn't.
Instead we could either show regular text, or just disable the link if there is nothing to download.
