Bug actions taken by user should not be emailed to user

Bug Description

If I report a new bug, or make a comment on an existing bug, I get an email about it.

While some people may appreciate this functionality, if I did it, I think I'd know about it, and don't need telling via email.

Preferably, there should be a preference somewhere that tells LP not to notify me about comments I make in bug reports.

This wouldn't be terribly difficult to do. It would merely require a small modification of the logic in the notification-sending code.

I've re-targeted this to Launchpad Bugs since that's where this functionality would lie.

It would really hope that it if this proceeds that you make it optional. I, for one, do want to get emailed. This is how I track work I've done.

It's not hard to do, but the question is whether we want to add yet
another preference option? We can't just change the logic, it would have
to be a preference you can set. We'd like to keep the number of
preferences low, though.

This bug is a duplicate, btw, there should be a bug for this already.
