Beta team need updates/advertising of new features

To help our beta team know what to test and what changes to expect, we need a way to tell them what has changed / what we'd love them to experiment with.

So far, ideas include:

* Atom feed of changes available from the top bar.
* Mails sent to the beta team's mailing lists.

We need to decide how to create this information. Options include:

* Use commit messages as they are now.
* Releases team create daily report from commit messages.
* Developers describe the user impact of their change in a message separate from the commit message.

One of the things we can do is enable https://edge.launchpad.net/bzr-branchfeed/ which produces an RSS feed of all the commits. We would want to have Robert modify it to strip out [!log] items probably and also place the feed someplace visible to users.

We haven't implemented this and it seems we haven't come across any problems as a result. Also, now LP is open source is much easier for people to know what's going to hit edge.
