On Hardy, test lib/canonical/

The reason, as Edwin Grubbs has figured out, is that the page has a portlet mentioning "Serbia and Montenegro" (country code CS). This country no longer exists, and geoip has been updated to reflect it.
The test needs to be changed accordingly. Updating the expected country name is not the safest option, since it would break compatibility with older geoip systems. Better to pick a different country altogether.
