I can register a blueprint for a project that "Doesn’t use Blueprints"

Bug Description
1. Go to <https:/
2. Observe that Bazaar "Doesn’t use Blueprints".
3. Click "Blueprints".
4. Click "Register a blueprint".
What happens:
3. The page is full of blueprints, with no mention that Bazaar doesn't use them.
4. You're taken to the "Register a new blueprint" page.
What should happen:
3. If a project is registered as not using Blueprints, its Blueprints page should explain this.
4. If a project is registered as not using Blueprints, it should not be possible to register one, or even access the form for registering one.
(It looks like Bazaar does actually use Blueprints, so once this bug is fixed, the Bazaar admins will need to flick the switch to say they do.)
