Test suite can't cope with non-standard DB port

Bug Description

Currently the test suite is only able to connect to a DB running on port 5432. There are various scenarios under which we would want to be able to connect to a different port. Most likely we'd want to be able to specify a DBPORT variable, or set a config option in the Makefile.

$ PGPORT=XXXX make check works for me

Will be testing this in the hardy chroot for PQM, so should have more info soon, one way or the other.
