Bug Description
The bug page comes with a predefined "Status" pulldown menu, with values "New", "Incomplete", "Invalid", "Won't fix", etc.
One problem is that there is often some confusion how this status information should be used, and bug triagers often have their own idea of how to assign it.
One way to make this better is to limit users' access to the various values on that menu according to experience and/or group membership. For example, novice bug reporters and triagers may only need access to the "Confirmed" and "Incomplete" values.
Another suggestion is that groups should have at their disposal a group status field, whose values could be defined by the group owner. For example, the MOTU group could use "ACK'ed", "FFe required", "Help needed", "Please evaluate", etc. in their group status field, and have this displayed on the personal bug report page.

Hi Morten,
thank you for the report. The "Status" pulldown menu options are restricted according to team membership. For instance, for ubuntu bugs, anyone can access the following status: "New", "Invalid", "Incomplete", "Confirmed", "In Progress", "Fix Committed" and "Fix Released". The status "Triaged" and "Won't Fix" are restricted to the project maintainer and bug supervisor group.

In summary, the first suggestion is already implemented and the second one could be solved using existing infrastructure.
I'm setting this to Incomplete for now, so we can outline the issue better.
