template updates should only update date_updated if there are message changes

Bug Description

When we fixed https://bugs.launchpad.net/bugs/185018 we force that all translation files are exported for next language pack update. The problem is that with a distribution being developed, that causes bigger language pack updates.

We should only note a template update when it has new or less messages.

No need to update if there are less messages (i.e. only removed messages: PO files will still be valid, no need to increase delta langpack size).
