authserver performance regression

Bug Description

Since the original 1.2.3 rollout, we're seeing a severe performance regression in the authserver. This in turn is causing severe performance regressions in LP bzr services and on LP-authenticated wikis.

This seems to be a leak of some sort as bouncing the authserver reduced the time for Rob to run 'ssh bazaar.launchpad.net pwd' from 30 seconds to just 5 seconds.

(There's a lot more information on the LP list)

A patch has been cowboyed onto the production authserver. Now we need to land that patch onto trunk and optionally figure out why it caused a slow down.
