Unicode characters improperly displayed in PPA changelog

Bug Description

I have uploaded a package to my PPA, and noticed that my name from debian/changelog entry, which contains international characters is converted to latin, but it's looking kinda weird: "Aerteieem PEopeove" :) That's certainly something absolutely non-pronouncable. I think Debian allows unicode in changelogs, and that should be enabled for PPAs as well.

According to James Troup: the Correct thing to do, is to handle UTF-8 maintainer fields and RFC-2047 encode them in soyuz, rather than ASCII-smash.

But since this problem doesn't really block any work, in the sense the package gets accepted, it will get low priority during 2.0.

  I got the same problem too (my name is in arabic). I notice that arabic letters get transliterated into latin.
