Order by options are not in the tab order, and are difficult to activate using voice control

Bug Description
Steps to recreate:
1) Go to https:/
2) Use the tab key to navigate between different focusable elements, like links and buttons
3) Note that the tab order goes directly from the pagination controls to the list of bugs, totally skipping all the options to "Order by". So anybody using keyboard navigation is unable to sort without going to advanced search (which doesn't have the same options).
Also noting that if you use a Voice Control software, like Dragon Naturally Speaking or the built-in Apple OSX Voice Control, you are unable to activate these options unless you go into the mouse grid.
Since these are buttons, it would make much more sense to mark these up semantically as <button>s within <li>s. This would resolve both issues.
