Cannot upload upstream translations

When I try to upload files translated in Damned Lies, I'm seeing an error that the special Launchpad headers are missing and I can't upload this file.

In other platforms (such as Weblate) there's no such problems, I just need to select if I want to add the new strings as suggestions or approve automatically, I understand why those safeguards are in place but for small teams (for example a single person team) it doesn't make any sense, furthermore, manual upstream sync should be a more friendly option.
