Bug Description
Hi,
Recently, librarian-gc has been failing to run properly which results in an alert to the IS Team.
The crontab says it should not run in certain conditions, but then these conditions are unclear to us.
Could you please make it clear (in the crontab or wiki) when it is advised to run that job?
