Missing architectures when building OCI recipes

We have been seeing, for ~3 weeks now, that when requesting a new OCI Recipe build, the image is not being requested&built for the architectures that are specified in the recipe definition. Example: https://launchpad.net/~cloud-images-release-managers/cloud-images/+oci/ubuntu-base/+recipe/22.04 - see the failed builds. The pattern seems to be that, if the first request fails, our CI will immediately request another build, and that 2nd request will have some architectures missing from the build.
