Entering a non-number in duplicate setter makes it insensitive

Bug Description
In a bug report, click "mark as duplicate" and insert any non-number value — this can be a link to a bug for example.
* Expected behavior: "Please enter a valid bug number" appears and the input box is sensitive, so that the user can try again.
* Observed behavior: "Please enter a valid bug number" appears and the input box is insensitive and the spinning flower keeps spinning. To try again the user has to close the dialog and again click "mark as duplicate".
