Ubuntu Mono font was introduced by:

if I'm not mistaken.
Ubuntu Mono is relatively smaller than other monospace fonts and sans-serif fonts (even compared to Sans-serif Ubuntu). The text in bug comments can be seen smaller than the commenters' name or date although both text has "font-size: 12px".
It would be nice to tweak the font size in CSS to make Sans-serif and Monospace parts look the same in terms of the size of text.
