subscribe someone else to a question in Answers

It should be possible to subscribe another person or team to a question in Answers.

This is in addition to assigning it to someone.

Use case:

Someone emails a project member asking for help. That member can't help and the project uses Launchpad Answers. It seems churlish to reply to the original questioner saying, "Please file your question here", when the project member could paste their email into a new question in Answers.

Right now, though, the project member couldn't subscribe the questioner to the question in Answers, meaning the original questioner still has to go make an extra step (i.e. subscribe).

This feature looks like it requires an additional schema, and update to the QuestionSubscriptionView, and a revision to the question-subscription.pt template. This effort needs a champion to raise the priority to get this into a release.
