charm build - "Failed to build" e-mails only goes to recipe owner

Bug Description

Hi,

I created a charm recipe for the autocert charm[1]. Since them, I've updated it so the owner is the team rather than myself. Unfortunately, the "Failed to build" emails only goes to me and not any of the other SREs.

This should (currently) only be the case for builds that you request explicitly via the web UI. Automatically-scheduled builds will set the build requester to the charm owner, which in this case will cause failure emails to go to the whole team.
