Marking duplicate should also change "master bug" of duplicates

Bug Description
Marking a bug as a duplicate will only work when that bug has no duplicates. This seems like an arbitrary limitation.
Example: A very apparent bug in Ubuntu Hardy:
1. Bug #196096 is the master bug and receives 9 duplicates.
2. Bug #196864 is a duplicate (that is not caught) and receives 21 duplicates.
3. Bug #196096 is marked as fixed. Subscribers to it and 9 duplicates receive notification.
4. No one subscribed to bug #196864 will receive any notification unless manually notified.
I would expect that I could mark bug #196864 as a duplicate of bug #196096 and that this change would propagate to all the other duplicates.
