Mis-crediting upstream translators as reviewers

Bug Description
In launchpad translation pages, when upstream translations are merged, upstream translators are indicated as translators, as well as "reviewers" for the messages. This "reviewer" role can be over-credit for upstream translators who have never worked on launchpad, as well as over-claiming that they support working through launchpad.
I myself as an upstream GNOME translation coordinator try hard to promote coorperations with upstream, by convincing Ubuntu contributors that launchpad should be avoided as much as possible, except for Ubuntu-specific messages, or unless some coordinators volunteer to do the sync with upstream. But my name appearing as reviewer of many messages just confuse them for what I said. Many still think they actually have interactions with me through launchpad, which is not true.
I can't propose yet what the fix should be, because I don't have enough experience with launchpad to figure out in what situations I'm accounted as "reviewer".

This has been fixed a while ago (some old data is unfixed and we won't bother with it), I'm going to QA this cycle, though.
