I think we're stripping `/issues` off the end of the URL (to construct the API URL) when we should in fact be stripping `/-/issues`.

We may actually need to try stripping both. https://gitlab.gnome.org/GNOME/mutter/issues redirects to https://gitlab.gnome.org/GNOME/mutter/-/issues, and we have GitLab URLs in the database using both forms.

Note that it may take a little while for the bug watch checker to get round to checking that remote bug again, but the underlying problem should be fixed now.
