Bug Description

When running lib/lp/app/javascript/tests/test_foldables.html in the browser, it fails to load four files.

build/js/yui/test/assets/skins/sam/test.css
lib/canonical/launchpad/icing/yui/cssreset/reset.css
lib/canonical/launchpad/icing/yui/cssfonts/fonts.css
lib/canonical/launchpad/icing/yui/cssbase/base.css

The latter three files miss a `css` prefix.
