Announcements in UI without code roll-out or cherry pick

Bug Description
It should be possible for Launchpad team members to place a temporary announcement or warning in the Launchpad UI without having to roll-out code or make a cherry pick.
For example: today we had a short outage on bazaar.
Announcements to the news blog and launchpad-users are not necessarily appropriate because:
* such outages may be fixed in relatively quick time
* they require people to go look for them.
Something we'd need to decide: how much granularity would we want for these announcements? Should they be site-wide, home page only or restricted to one or more parts of LP?
