Announcements in UI without code roll-out or cherry pick

Bug Description

It should be possible for Launchpad team members to place a temporary announcement or warning in the Launchpad UI without having to roll-out code or make a cherry pick.

For example: today we had a short outage on bazaar.launchpad.net. It should have been possible to place a notice about this at the top of pages served by Launchpad to explain that it was down and we were working on bringing it back.

Announcements to the news blog and launchpad-users are not necessarily appropriate because:

 * such outages may be fixed in relatively quick time
 * they require people to go look for them.

Something we'd need to decide: how much granularity would we want for these announcements? Should they be site-wide, home page only or restricted to one or more parts of LP?

My current idea to handle this is to define a feature flag that is
shown at the top of the page. (Perhaps one for the text, one for a
link, one for a countdown time....) Then use feature scopes to turn
this on globally; for selected pages; etc.
