Unexplained that only "Won't Fix" series status makes main bug status changeable

Bug Description
1. Target an Ubuntu bug to the current development series.
2. Mark the bug as Invalid for that series.
3. Try to change the bug's "Ubuntu" status.
4. Mark the bug as Won't Fix for the current development series.
5. Try to change the bug's "Ubuntu" status.
What happens:

5. You can.
Björn Tillenius explains in #launchpad: "if the bug is invalid in the current development series, it's considered to be invalid overall. i[f] it's 'won't fix', the bug is still valid, and may be fixed in a later series."
Unless this behavior is changed, it should be explained somewhere in Launchpad itself -- the closer to the status menu, the better.
