Bug Description

In order to be able to use the signing service from non-Launchpad services such as ESM archive signing, we should split out the client code from Launchpad (probably mostly https://git.launchpad.net/launchpad/tree/lib/lp/services/signing/proxy.py) into a separate Python package with a simple CLI. This would also be useful for dealing with key migrations.
