questions can be created for a project that does not use Launchpad answers via project group

If a project does not use Launchpad answers, then creating a question document via the https://answers.launchpad.net/projectname/+addquestion link is refused ("does not use Launchpad as its answer forum").

If that project is part of a project group, then the +addquestion link on its project group allows creating a question, because that project is offered in the pull-down list for selecting the project in the project group.
