Issues linked to a private issue as duplicate sometimes show the private issue as "cannot be found"

I've recently reported two issues via apport crash reporting that were automatically marked as duplicates of (different) private issues. In the first case the link to the private issue had a tooltip indicating the issue is private, while in the second case the tooltip said the linked issue could not be found.

I feel that in both cases the wording should be the same.

It is unclear what the difference is between the two situations, and other than filing a duplicate issue via apport crash reporting to trigger the retrace matcher I do not know how to trigger each scenario individually.
