The translation sharing option can lead to Ubuntu translations to not be imported

Bug Description
Ubuntu packages having their translations shared with upstream don't get new strings imported from tarballs on upload.

The behaviour is problematic for Ubuntu because often the upstream vcs-es are outdated imports so it means we don't get updated translations
Everyone now and then we do manual editing to disable the sharing for important desktop packages but the option seems to turn on again (either someone is doing it manually to help or the default for a new Ubuntu serie is not following the value the previous serie had?)
Could we get the behaviour of this option revisited?
