Registering "needrestart" upstream project results in OOPS

From https://launchpad.net/ubuntu/+source/needrestart I see "Launchpad doesn’t know which project and series this package belongs to" so I chose "Register the upstream project" and clicked "Linked to Upstream Project" -> "No, this is a new project"

The Homepage URL is already filled in and correct (https://github.com/liske/needrestart) so (speculation follows) perhaps someone has tried this before and some remnant is causing the issue?

I checked "I do not want to maintain this project" and clicked "Complete registration and link to needrestart package".

This results in the oops.
