Bug Description
Currently, mailing list subscriptions are restricted to team members, however an argument can be made to allow non-team members to subscribe to the mailing list. They would only be able to lurk though, not post to the list. The rationale is that since the archives are public, people should be able to read the messages in their inboxes instead of being forced to read them in the web archives.

+1 to this, though it should be an option on the mailing list to restrict delivery to folks who are actually team members, and that option should IMO default to "true".
A case could also be made that it should default to true for teams that are moderated or closed, but open for teams that themselves are open, but that makes it harder to predict and also means that there will be weird interactions when the team status changes. So I think this should just be a checkbox on the mailing list admin page:
[x] Deliver mail to subscribers who are not also members of ubuntu-dev.
