Bug Description

I've just hit OOPS-238790d7f2067324f92768974372f6b8 when attempting to post a comment containing the Unicode quotation '“' character.

Also, replacing '’' with ''' works.

This is likely a regression from switching to Python 3.

It looks as though this only applies to comments posted by JavaScript. A workaround is to use "Add attachment or patch" and enter the comment there.
