Email interface oops reporting should not ignore Unauthorized errors

As seen in: https://pastebin.canonical.com/2537/ when a Unauthorized exception is raised in the incoming email handler no oops is recorded and an email is sent to the user saying: ...include error ID None in the description.

We should never send emails with a None OOPS Id.
