Bug Description
When creating a new git-based merge proposal, if you select the source repository as a prerequisite, then the possible branches within that repository offered by the picker include the source branch. This doesn't make sense and will be rejected by `GitRef.
(If it's easy, we should filter out the target branch as well.)
