Require positive karma for commenting on closed questions

Bug Description

If you review the questions I have asked on Launchpad, you'll notice that I have solely asked for spam to be removed during the last almost ten years (currently, my ten latest questions).

The reported spam comments were previously on bugs, but recently, all of them have been on old questions - actually, all of them on the same individual question, https://answers.launchpad.net/null-and-void/+question/76159

To prevent this, please close these old questions for comments from users with no positive contributions on the site.

To my limited understanding, only a few of the questions on Launchpad continue to regularly attract spam, probably because they contain particular keywords. Conversely, if someone like me - with only very limited history of Launchpad interactions - gets enough of these to be annoyed, I can only assume that others who have more exposure through multiple exposures in popular topics are seeing much more of this type of spam.

The inspiration for this proposal comes from Stack Overflow, where the system automatically protects questions which receive repeated attention from spammers. Their system is more directly reputation-driven, but since Launchpad has "karma" too, why not use it?
