Over-long project display name/title isn't prohibited

Bug Description

1. At <https://staging.launchpad.net/projects/+new>, register a project with the display name and title "Old King Cole was a merry old soul, and a merry old soul was he; He called for his pipe, and he called for his bowl, and he called for his fiddlers three."

What happens: This is allowed, and the resulting project page has a highly broken layout.
What should happen: Launchpad should have a sensible limit (perhaps 50 characters) for names of new projects. If any existing projects have names longer than that, they should be shortened.

The design of any new schema for human-editable data should include what is the maximum length tolerable by other users (see bug 78911 for another example).
