Allow team admins to propose their teams as members of another team

Bug Description

Any team admin should be able to propose its team as a member of another team (in case of moderated teams) or directly add the team as a member (in case of open teams).

Should a notification be sent to the team (probably its contact address?). In the case of a direct add, it would be "this team has been joined" and in the proposal it would be "this team would like to join your team, go to +blah to approve or decline this".

Is there a reason why teams are handled differently to individuals here? I thought a person could nominate themselves to a moderated team? Can a non-member propose another individual for membership in a team?

I'm not sure I understood your first question, but I'll answer the other ones and hope these answers make some things clearer.

People can propose themselves to moderated teams and in that case their membership will be pending approval. In the case of open teams the membership is automatically approved.
Individuals can't be proposed as members by anyone but themselves, while teams can be proposed only by their admins.
