API redirections don't work when haproxy is terminating HTTPS

Bug Description

We had to revert the deployment of https://code.launchpad.net/~cjwatson/launchpad/+git/launchpad/+merge/391191 to production. API redirections worked fine on dogfood, but on production (and qastaging and staging) they result in errors such as OOPS-d2ef74659f48de08a82812fd03414921; I think this is because haproxy is terminating HTTPS and confusing the issue of whether canonical URLs refer to the current Launchpad instance.
