Bug Description

"gpg --send-keys <ID>" yields "gpg: keyserver send failed: General error" if the gpg.conf "keyserver" entry in question refers to "hkps://keyserver.ubuntu.com" (HKP over TLS) instead of "hkp://keyserver.ubuntu.com".

This bug if filed against the Launchpad project. We don't own or run keyserver.ubuntu.com, that's our IS team. If you email <email address hidden>, you should be able to raise a ticket with them about the issue.
