duplicate comments are not added to the bugreport but notification mails are send

If I add two comments to a bugreport with the same subject and same text only the first one is added to the bugreport. This makes, in my opionion, as a spam protection and to avoid accidentally posting the same thing twice, perfect sense.

But I recive as a subscriber to the bugreport two notification emails.
This is also reproducable when I add the same comment three time (then I get three mails) and if there is a 30 minutes delay between adding the same comments.

"X-Launchpad-Message-Rationale" is always "Subscriber"

I have also received some comments twice, whereas the bug report only had it once.
