Bug Description
Spammers frequently create fake blueprints, and they can do so even if a project isn't configured to use blueprints.
In response to a question Colin Watson has replied:
It's possible to use +addspec by way of manual URL-hacking even if a project isn't configured to use blueprints. This may be a bug - feel free to file it as such (we aren't likely to keep track of bugs raised in the Answers section).
