consegui mudando os parâmetros do comando para ASCII 7 bits:

thiago dos santos reported a strange error message when trying to sign Ubuntu's Code of Conduct.

He solved the problem, but the error message is still unclear, so I'm marking this bug for us to investigate the error and show a better error message on the UI.

This bug was caused by GPG2 compatibility. We already have an open bug tracking this issue here: https://bugs.launchpad.net/launchpad/+bug/1827369
