New report a bug info box for Ubuntu intrusive and annoying

Bug Description
Now when I report a bug, I get a large yellow box yelling at me about stuff I already know.
1. If your goal was to put something in there that can't be missed, you succeeded.
2. I know all this already. Maybe you could look at the bug management karma and not do this for people who should be expected to know better.
3. This box is very poorly designed.
a. It is very "in your face". Even though I'm an experience LP user, I find I don't want to ever see that box again. You may have just pushed me over the edge to learning the email interface and using that full time for new bug reports. Please get rid of the screaming yellow and the bold type.
b. Listing the command line methods for doing things before the GUI way is not the best for inexperienced users (whom I presume is the target audience).
c. Not everyone uses Ubuntu. If you're going to mention Synaptic, you should also mention Adept.
d. "checking in Synaptic" is not sufficiently verbose to explain to a new user how to find a package version. The box should have a link to specific directions for how to do this for Synaptic, Adept, and any other supported GUI package managers we may have.
This bug has two distinct two parts:
1) The box itself, it's design, color, and placement.
2) The content of the box which is controlled by the project owner.
