"Download translations" pages for language/package are inconsistent

Bug Description

The page for downloading a template's translations in a particular language, e.g. <https://translations.launchpad.net/ubuntu/dapper/+source/gnome-desktop/+pots/gnome-desktop-2.0/as/+export>, and the page for downloading a package's translations in all languages, e.g. <https://translations.launchpad.net/ubuntu/dapper/+source/gnome-desktop/+export>, present exactly the same options in different ways.

The language download page has:
* just one heading (good)
* radio buttons for the two formats (good)
* a button labelled "Confirm Download" (why not just "Download"?)

The project page has:
* a "Choose your file format" subheading (not so good)
* an option menu for the two formats (not so good)
* a button labelled "Request Download" (good).
